Is it disabled for a reason or just not in the modpack?

You have to enable it, click edit modpack (in the launcher) then enable one of the two minimaps (rei's or zans)

Zan's? Zan's has player radar, doesn't it? Why would it be allowed?

There are 3 minimaps in the modpack. Rei's, Zans, and Mapwriter (included in Opis). I have both Zans and Mapwriter enabled, as Mapwriter allows you to see where you have been on the server.

radar is allowed on ftb just not survival.
